Roseau Enhancement Project moves forward with award of supervision contract
The Roseau Enhancement Project (Phase 2) has taken a major step forward with the award of a consultancy contract for the design review and supervision of the rehabilitation of seven streets in the capital.
The contract, valued at USD $2,246,264.00, has been awarded to Saudi Arabia Consulting Engineering Office (PACE) in association with Corisav Inc. of Dominica, following a selection process conducted in accordance with the Saudi Fund for Development (SFD) guidelines.
The procurement process utilised a Quality and Cost-Based Selection method, with participation restricted to Saudi firms or joint ventures involving Saudi and local partners. Two eligible firms submitted proposals, with PACE emerging as the successful bidder.

The consultancy engagement will span a 42-month period, comprising:
Phase 1 (6 months)-Design review and support for procurement of civil works
Phase 2 (24 months)- Construction supervision of road rehabilitation works
Phase 3 (12 months)- Defects liability oversight
The consultancy will provide technical oversight and ensure that all rehabilitation works are executed to the highest standards, supporting the Government’s broader vision of a modern, resilient and pedestrian-friendly capital.
Seven major streets-Independence Street, Bath Road, Cork Street, Great George Street, Virgin Lane, River Street and King George V Street-are set for rehabilitation.
