The Dominica Parliament on Monday, February 23rd, 2026, passed the Payment Systems and Services Bill 2026 as government continues to build financial resilience within the Eastern Caribbean Currency Union (ECCU).
The new bill was drafted by the ECCB for enactment of member states of the ECCU for the establishment of a legal framework to enable a payment system to the management of risk, maintenance of financial stability, and protection of consumer’s interest.
The bill was tabled in Parliament by the Minister of Finance, Dr. Irving McIntyre who said it is expected to replace the present payment systems act of the 2017 revised laws, passed in parliament in 2009.

Meantime, Prime Minister Roosevelt Skerrit gave full support of the bill which he said was long in coming.
