Parliament will convene on Monday, February 23, 2026, for the Third Session of the Eleventh Parliament, with five major pieces of legislation scheduled for debate.
A press release from the Office of the Prime Minister says the measures on the Order Paper are aimed at strengthening Dominica’s financial regulatory framework, enhancing oversight within the health sector and advancing commitments under the Caribbean Single Market and Economy (CSME).
Among the Bills to be considered is the Payment System and Services Bill 2026.
The Payment System and Services Bill 2026 seeks to establish a comprehensive licensing and regulatory regime for payment service providers, expand oversight of the payment system and strengthen consumer protections within the Eastern Caribbean Currency Union.
Parliament will also debate the Food Safety Bill 2026, which proposes enhanced food safety and quality standards, stronger inspection and enforcement mechanisms and greater consumer protection.
Parliament will also debate the Caribbean Community (Movement of Factors) Bill 2026, which gives effect to key provisions of the Revised Treaty of Chaguaramas, facilitating the right of establishment, the provision of services and the free movement of capital within CARICOM Member States.
Two additional Bills focus on reform within the health sector.
The Medical Profession Bill 2026 proposes the establishment of the Dominica Medical Council, which would oversee the registration and licensing of medical practitioners, regulate professional conduct and discipline and approve qualifications and standards for continuing education and training.
Similarly, the Nurses and Midwives Bill 2026 provides for the creation of the Dominica Nurses and Midwives Council.
The proposed body would be responsible for the registration, enrolment and licensing of nurses and midwives, as well as regulating professional conduct and setting standards for ongoing education and training.
The Sitting of Parliament is scheduled to begin at 10:00 a.m. and will be broadcast live on the Dominica Broadcasting Station (DBS Radio).
